Implement the basic structure of the cluster-level checkMetadataConsistency command that will check inconsistency cluster wide.

In this ticket it will be implemented the road to get all databases and call the checkMetadataConsistency command for each of them.

The cluster level command must be run as:

db.getSiblingDB('admin').runCommnad({'checkMetadataConsistency': 1})
