This seems to have caused a serious perf regression. So my opinion is this upgrade should be skipped but this might come back to bite us if/when we do have to upgrade pcre2.

For future reference I think these should go to the owning team rather than SDP. I am going to do it this time but that is an exception rather than a rule.
