 Description   

This code path is called when inserting new buckets into the buckets collection. These buckets will need to be written out compressed to disk. This has to be done before SERVER-77349, which enables support for writing to already compressed buckets.

Additionally, we'll need to update the Bucket::decompressed state to ensure that subsequent measurements are correctly inserted.
