The feature flag should not be FCV gated. Otherwise, there could be unintentional side effects where the TicketHolder created at startup if we didn't already use the feature flag check`FeatureFlag::isEnabledAndIgnoreFCVUnsafe`. |

Closing this as "works as designed" for now. However, in the future, we may want to consider changing the IDL information to say "shouldBeFCVGated: false". SERVER-77838 was filed to investigate the idl parameter's use |

Similar to the execution control flag, it should already work as intended given the feature flag check is using `FeatureFlag::isEnabledAndIgnoreFCVUnsafe`. |
