 Description

The feature flag should not be FCV gated. Otherwise, there could be unintentional side effects where the TicketHolder created at startup if we didn't already use the feature flag check`FeatureFlag::isEnabledAndIgnoreFCVUnsafe`.

Closing this as "works as designed" for now. However, in the future, we may want to consider changing the IDL information to say "shouldBeFCVGated: false".

SERVER-77838 was filed to investigate the idl parameter's use

Similar to the execution control flag, it should already work as intended given the feature flag check is using `FeatureFlag::isEnabledAndIgnoreFCVUnsafe`.
