 Description

Per conversation with Eliot: it might be desirable to have a finer-grained notions of maintenanceMode than node-level (e.g., db level or ns level).

The point would be to put part of a node into a fine-grained maintenance mode for the duration of a long-running/blocking/performance-degrading operation like reIndex or repairDatabase or something.

This is going to challenging with drivers/clients because they have the concept of a server being in a state (up, recovery, secondary, etc). Might make sense to have members proxy requests in this state, but that is another topic to discuss.
