Record at startup the replSet config and oplog ts values (first and last) in the startup_log entry.

I'm not sure this is any easier to do now, but it would still be useful to have a durable record of replica set configs (we only put them in the system log, today).
I don't think we could put the config in the startup_log since at startup time we don't actually know what the config is or will be.

maybe in the regular log though post rs init

We should be careful about requiring db access to log.
Obviously we need some to log, but that's minimal.
This requires looking at local.system.replset and oplog.rs
If there are issues, then this will fail.
We may want this to work as often as possible.
