 Description   

We created a separate $queryStats "milestone 0" feature flag for rate limited stats collection in SERVER-79453. We should default this flag to true now that we have completed all the milestone 0 functionality so that this flag doesn't have to be specially configured in atlas.

Note that when this is defaulted to true $queryStats will still not be "active" by default since you also need to specifically configure the rate limit parameter away from it's default value of 0 (collect no query stats)

This really doesn't do much on its own since the rate limit defaults to 0, but it means that if the rate limit is configured, it will actually do something.
