I believe the following message should be made more clear so that it is understandable that "attempts" refers to attempts at the "initial" sync, not "connection" attempts -

Sat Dec 22 20:32:16 [rsSync] replSet initial sync exception: 10276 DBClientBase::findN: transport error: ec2-10-10-10-10.compute-1.amazonaws.com:27017 ns: local.oplog.rs query: { query: {}, orderby: { $natural: -1 } } 9 attempts remaining

If this is not policy, then more clarity in the docs?

I have met this error three times in last 3 days! it's a horrible thing. All our service down cause of this!
