 Description   

When opening a backup cursor we need to also report the timestamp that the backup is occurring at. SERVER-81179 relies on some implementation details to ensure correctness, namely that opening the backup cursor will serialize with taking a concurrent checkpoint. Since this is just an implementation detail, it would be better to instead directly use the timestamp of the checkpoint cursor once there is a way to retrieve that information.
