Title:

Migrate updated new build variants to evergreen.yml from system-perf.yml

Description:

  1. use #includes to limit the size of the evergreen.yml file and how often we need to touch it
  2. Variants should be appended with some performance delimiter (ie perf)
  3. remove the compile step from the sys-perf variants and reuse the compile step from evergreen.yml

Julian Edwards is available for support with any data piping issues, but hopefully the perf.send function should work the same way in the new project. 
Feel free to add Alex Neben to code reviews.
