 Description   

The repl.stateTransition.userOperationsKilled statistic gets incremented when an operation is killed for step up/step down, but does not take into account whether that operation was a user operation or a system operation. Thus the name of the statistic is a bit of a misnomer since it counts all operations killed for state transition, not just user operations.
