 Description   

In mongos, each insert/update/delete statement in the batched write gets an additional opcounter increment because the "outer" insert/update/delete operation
(which performs the inner FLE2 operations that loop back around to the mongos) also gets counted.

It would be more consistent with mongod behavior if the "outer" operations were not doing additional increments of their respective opcounters.
