 Description   

For SERVER-80571, I am trying to test gRPC, which is a new transport layer implementation that has to be compiled in, enabled with a feature flag, and can only be run with SSL turned on, with the server started up with a certificate key file.

Right now, SSL options can only be set at a suite level in resmoke config files, and so I'd like to add in an option to test_flags in evergreen.yml that allows us to set up SSL for the build variant.

This also updates the gRPC buildvariant to run with TLS enabled.
