SERVER-80653 adds the concept of "frozen" time-series buckets. A bucket is considered "frozen" upon a compression/decompression failure of that bucket, and frozen buckets are never untracked or unfrozen. This is fine since the number of frozen buckets should almost always be zero, but we should have a way to know whether it's increasing.
