 Description

With SERVER-80653, any bucket put into the frozen state will never become unfrozen as long as the process is running. This helps prevent them from being reopened (although query-based reopening still may reopen them). We may want to evaluate whether it is worth finding a way to eventually stop tracking these frozen buckets.
