 Description   

I've hit that problem many times with customer when drafting maintenance procedure: use stopBalancer() to stop and setBalancerState(true) to start.
Now we have to change documentation see DOCS-1355..
Ideally regular maintenance should be able to use stopBalancer() and startBalancer() as is.

The documentation currently states that one should use setBalancerState(true) instead of sh.startBalancer(), so this ticket is being closed as "works as designed". Please feel free to re-open this ticket if you have any further questions.
