[CXX-364] No way to disable SSL on per-connection basis when SSL enabled in driver

                <project id="11980" key="CXX">C++ Driver</project>

If the driver has been configured with SSL enabled, there is no way to request that a connection not use SSL. This prevents the driver from being used to communicate with a mixed SSL/non-SSL environment.

It should be possible to disable SSL on a per-connection basis, presumably with connection URL parameter.
