The new command will be used to start running simultaneous index builds incrementally as the replication pieces are put into place.

This allows functionality to be incrementally added without breaking all the existing index build JS tests. Once the simultaneous index build code is in place and fully functional, we can start turning on tests for it, again, incrementally, so we aren't flooded with failures by turning everything on at once.
