      The ShardCollModParticipant returns before performing the dummy write https://github.com/10gen/mongo/blob/d327bd007fc8309af64912c6a8394e7fecdecf14/src/mongo/db/s/shardsvr_collmod_participant_command.cpp#L144C1-L156C48 

      which causes the write to never be executed
