Make the number of samples per chunk in the SamplingBasedInitialSplitPolicy configurable

      Currently, the number of samples per chunk is hardcoded to 10. We should make it configurable so that if the user wants to specify a small "numInitialChunks" for the reshardCollection command, they can still make the command sample a large number of documents by specifying a large number of samples per chunk.
