A customer should be able to see all of the relevant details about the current state of the balancer for a given collection via balancerCollectionStatus.

For example customer should not have to query the config server to determine if the balancer is enabled or disabled.

balancerCollectionStatus should be extended to display the following items in addition to what is displayed today:

• Automerger enabled or disabled (configureCollectionBalancing)
• Defragmentation currently running or not (configureCollectionBalancing)
• Balancing enabled or disabled (currently config db, future configureCollectionBalancing (SERVER-78849))
• Balancing window
• Secondary Throttle
• Wait for Delete
