Consider exposing router serverStatus metrics when the router port is closed

      Even when the router port is open, internal code can use mongod's routing infrastructure. For example, the internal transactions API will run 'cluster' versions of common commands. To get data on what routing infrastructure is used/what commands are run by internal code, it might be useful to provide a mechanism to expose router-service metrics in serverStatus, even when the router port is not open
