Run auth suite with embedded config server

      With embedded config servers, it will be possible to run a sharded cluster without a dedicated config replica set. Instead, configuration metadata will be embedded in a specific shard.

      We should validate this behavior with the auth suite. To do so, we should figure out how to spawn an auth suite, where the ShardingTest fixtures use embedded config servers.
