Add diagnostics for page modify being updated incorrectly during reconciliation

      There have been a number of issues (WT-9921, WT-9939, and WT-10374 to name a few) that rarely occur but indicate that the page modify structure (or ref) is updated when it should not be. This ticket is to add diagnostics to ideally provide more information the next time these failures occur.
