In my comment in ticket WT-12708, I claimed that we would skip trees not requiring eviction based on clean, dirty and update target thresholds to keith.smith@mongodb.com. Upon further review, I found this claim is slightly inaccurate.

As part of this ticket, I have slightly updated the criteria for calculating target pages to more accurately exclude trees that are not suitable for eviction.
