mongod terminates after rollback failure

      This is from HELP-4296
      We should let the users know if rollback fails server will exit.
      In this case:

      1. They lose 1 vote
      2. If they have Ops Manager (or other system) restarting mongod instance, it will cause extra load to primary trying to find common point in oplog.
