https://docs.opsmanager.mongodb.com/current/tutorial/use-with-http-proxy/ should specify these changes should be made in the UI on the Admin -> General -> Ops Manager Config -> MISCELLANEOUS page. The conf-mms.properties file should be avoided if it is possible to use the UI.
