Add Dochub link for WiredTiger Windows Warning

      I am working on SERVER-29465 which basically adds a warning on startup for Windows with WiredTiger if the system is configured badly.

      We felt the warning might be too long in the logs so I wanted to put a dochub link there. The docs can be added later when I finish this ticket. I felt the doc is not just about the warning but should also includes how to configure Windows right, so the name of the link can be like wiredtiger/windows/system-configuration or something.
