      Note: This commit was reverted and will be postponed until 3.6.1 but the rule should be documented for users to follow with the release of 3.6.0

      Documentation Request Summary:

      Starting in 3.6.0, all shard servers (those started with --shardsvr) and config servers (those started with --configsvr) will be required to be replica sets or they'll refuse to start up.

      Engineering Ticket Description:

      prevent starting up a --shardsvr if not also started with --replSet, unless the node is started with --enableTestCommands
