The replSetResizeOplog option does not have as much findability as it should have, given the power of the option.

Furthermore, the Change the Size of the Oplog tutorial is MMAPv1 focused, when at this point it should be WiredTiger focused.

ToDo:

• Update the replSetResizeOplog initial paragraphs to be more user-directive focused, e.g. "Use X to do Y" instead of "X does Y"

• Rewrite the Change the Size of the Oplog tutorial to be WT specific, using replSetResizeOplog. MMAP-specific docs should be archived in wiki (still findable in 3.4 docs however).
