Update Note in 'Disable The Balancer' section to recommend using 'balancerStop' command

    Description

      Now that SERVER-24720 is resolved, I believe the 'balancerStop' command is the preferred way to stop the balancer. The note here suggests manually updating the config.settings collection, and should probably be updated.
