When learning more about `maxIndexBuildMemoryUsageMegabytes` I came across unclear usage patterns for such.

The maxIndexBuildMemoryUsageMegabytes definition states it applies to the foreground but this page seems to hint that it also applies to background construction as the sub-section falls under "Background Construction".

Please clarify when such parameter is applicable.

christopher.harris has looked at the code and such param appears to only be available for foreground index builds. If that's the case, remove or update from the latter docs link.
