Description

This change removes Ubuntu 12.04 builds for all stable branches. The production notes should reflect Ubuntu 12.04 as no longer being a supported platform since it's EOL by Ubuntu.

• Need to update for 3.6 and backport for 3.4.15 and 3.2.20 and add lack of support for 4.0 as well

Engineering Ticket Description:

Ubuntu 12.04 is EOL, so we should drop support for it in 3.6.
