Engineering Ticket Description:

Right now, usersInfo can return information about individual users and about all users on a particular database. Now that we can filter the results that we get back, using aggregation, we should add a way to obtain all users from all databases. This will allow, for example, an administrator to find all users with credentials for old SASL mechanisms.
