Currently in the tutorial to add arbiters we give a tip that disabling journal will minimize the creation of data files.
Unfortunately the SERVER-33747 currently exists (affects 3.4+), so if there is a network error during an arbiter's startup it will start following procedures more like a data-bearing node, which require journal, and unintuitive errors can follow.
Can we remove the "To minimize the default creation of data, set the following in the arbiter’s configuration file: ..." advice until SERVER-33747 is fixed?
