state: <enabled|disabled|undecided>
enabled - if the user has enabled monitoring
disabled - if the user has disabled monitoring
undecided - if the user has not run any commands or set any flags related to free monitoring
retryIntervalSecs: integer - frequency in seconds for how often data is uploaded
lastRunTime: date - the date and time of the last run of the metrics uploader
registerErrors: integer - number of registration errors, incremented on unexpected HTTP status or network errors
metricErrors: integer - number of registration errors, incremented on unexpected HTTP status or network errors"
