Description:

In most cases there should be no user-visible change. However, before this change localhost always meant 127.0.0.1 (it was a hard-coded string transformation), and after this change localhost will be resolved and will be whatever the host has it configured to be. During 4.0 development this change was made for the shell/egress networking, and this commit makes the change for the bind_ip as well.
