reIndex now takes a Global exclusive lock instead of a Database exclusive lock

      In order to solve a bug, we changed reIndex to take a Global lock, for 4.0.

      Scope of changes:

      • /includes/important-reindex-locking.rst (used by both reIndex command and shell helper)
      • faq/concurrency/
      • 4.0-compatibility
