In drivers, read preference is a transaction options.

SERVER-37466 has been filed for the mongo shell.

Scope of changes

• /core/transactions - move read pref under transaction options section
• will file DRIVERS ticket to update the examples to have it override read pref.
• will update mongo shell and add code block blurb under transaction options once SERVER-37466
