This introduces a new log component, "initialSync"/"INITSYNC" as a sub-component of "replication"/"REPL". This is designed similar to the rollback component in SERVER-30501 .

Engineering Ticket Description:

Creating a log component dedicated to the initial sync process could aid in debugging and log readability. We have already done something similar for rollback.
