We informally document the preferred cluster startup procedure, but not explicitly.

Generally, sharded cluster startup should be:

1. CSRS
2. Shards
3. mongos

Scope of changes

• Validate with engineering for any potential edge cases to sharded cluster startup
• Add something to the sharding reference page regarding starting up a sharded cluster after shutdown
• Check for other docs pages where linking to that reference would make sense
