Starting in 4.2, the 'flags' field in the 'create' command is ignored by mongod as it was used for mmapv1 only.

Engineering Ticket Description:

There are still some tests in our suites that use the 'flags' field in the 'create' command, which was removed and has no functionality. We should remove all these use cases and remove the field from the 'create' IDL file.
