I don't believe we document setParameters, but I want to inform the docs team just in case. This commit introduces the setParameter replBatchLimitBytes, which sets the maximum oplog application batch size in bytes. Default: 100MB, max: 100MB, min: 16MB. Previously this was a constant of 100MB in the server.

Engineering Ticket Description:

This could be used to make the batch size a function of the size of the wired tiger cache. The constant is set here.
