Description

On https://docs.mongodb.com/manual/reference/replica-states/#error-states, it states both:

> Members in any error state can’t vote.
and
> Members in the ROLLBACK state are eligible to vote in elections.

It also lists ROLLBACK as an error state.

I believe ROLLBACK can vote, so this section should be moved to "Other Status" above.
