Investigate changes in SERVER-41512: Track metrics associated with a node voting in an election

      Downstream Change Summary

      This ticket added metrics tracking when a node calls for an election. I added the following fields to 'electionParticipantMetrics' in 'repSetGetStatus':

      votedForCandidate
      electionTerm
      lastVoteDate
      electionCandidateMemberId
      voteReason
      lastAppliedOpTimeAtElection
      maxAppliedOpTimeInSet

      Description of Linked Ticket

      Track metrics associated with a node voting in an election: time they voted, vote recipient member id, reason for the vote result, latest committed opTime at the time of voting, max applied opTime at the time of voting, priority at the time of the election

      Scope of changes

      • note – in addition to above, change from 4.2.1 electionCandidateMetrics.termAtElection to 4.2.2 electionTerm (more consistent with electionParticipantMetrics)
