      This introduces the server parameter InitialSyncTransientErrorRetryPeriodSeconds, which controls how long an initial sync attempt will continue in the presence of transient errors (mostly network errors) This parameter is part of Resumable Initial Sync project (PM-753); in the design and scope it is called just "InitialSyncTransientErrorRetryPeriod"
