Investigate changes in SERVER-33049: Increase Windows Minimum Version to 10 / Server 2016 for MongoDB 4.4

      Downstream Change Summary

      We've increased the minimum support version of Windows to Windows 10 / Server 2016. As part of this work, we've changed the following:

      • the push bucket name (download urls for windows will need to be updated)
      • the DISTMOD flag
      • the evergreen variant names in the Server

      These were all changed to more generic options to minimize future disruption the next time we have to update the min version of Windows.

      Description of Linked Ticket

      Require NT 10.0 or later Kernel for MongoDB 4.4+ and simplify the Windows package names as much as possible.
