Investigate changes in SERVER-44674: Remove server and build logic for compiling OS X and Windows with OpenSSL

      Downstream Change Summary

      My understanding is that we never documented the --ssl-provider option to the build, nor did we ever distribute OpenSSL binaries, so this probably does NOT have downstream impact to DOCS, but noting it here to be safe.

      On Mac and Windows, the server may no longer be built using OpenSSL as the TLS provider. They may now only be built using native implementation, Secure Transport and SChannel respectively.

      Description of Linked Ticket

      Our OS X and Windows builders that compile with OpenSSL support have been disabled. We should remove the non-Linux logic in the OpenSSL SSLManager, and remove buildsystem support for building against OpenSSL on non-Linux plaforms.
