Description

On BUILD-9377 there was some confusion caused by the user setting ADDLOCAL=Client with no SHOULD_INSTALL_COMPASS variable not installing Compass.

This is because to successfully install compass the powershell script included by the InstallCompassFeature must be installed. When ADDLOCAL=Client this feature is disabled and so the script which does the actual Compass installation is not available.

The docs for SHOULD_INSTALL_COMPASS should probably note that the InstallCompassFeature must be enabled when using msiexec
