Investigate changes in SERVER-45592: Raise Windows runtime minimum to Windows 10/Windows 2016 for MongoDB 4.4

      Raised minimum install requirements on Windows to Windows 10/Windows Server 2016.

      Users will be blocked from installing on Windows 10 during the MSI. Also, mongo binaries will not run on older versions if they try to install from zip file as this is also blocked.

      Description of Linked Ticket

      SERVER-33049 raised the official minimum for Windows to Windows 10 for the build system but did not prevent MongoDB from installing or running on older operating systems.

      We need to:
      1. Raise the build system defaults in windows_basic.h to Windows 10/Windows 2016
      2. Raise an error during installation time if a user attempts to install MongoDB on a version before Windows 10/Windows 2016
      3. Block mongodb binaries from running on earlier Windows versions
